congress-common software package provides OpenStack Policy as a Service - common files, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install congress-common
congress-common is installed in your system.
Make ensure the congress-common package were installed using the commands given below,
$ sudo dpkg-query -l | grep congress-common *
You will get with congress-common package name, version, architecture and description in a table
